GENERAL BIO

Jamie E. Padgett is the Stanley C. Moore Professor and Department Chair of Civil and Environmental Engineering at Rice University in Houston, TX. Padgett is a structural engineer whose research is focused on multi-hazard risk and resilience modeling of structures and infrastructure systems, while understanding their impacts on communities. Her work develops new methods to quantify and improve the performance of infrastructure exposed to natural hazards such as earthquakes, hurricanes and flooding. Padgett’s research has applications to a range of systems, including bridges, tank farms, energy and industrial facilities, and intermodal transportation systems. She has published over 250 articles in journals or archived conference proceedings in the general area of structural fragility, life-cycle assessment, and infrastructure resilience. Dr. Padgett has received several prestigious awards and recognitions including the TAMEST Edith and Peter O’Donnell Award (2023); Executive Leadership in Academic Technology, Engineering and Science (ELATES) Fellowship (2021-2022); Engineering Mechanics Institute (EMI) Objective Resilience Distinguished Lecturer (2019); the American Society of Civil Engineering (ASCE) Walter L. Huber Civil Engineering Research Prize (2017); and the National Science Foundation (NSF) Faculty Early Career Development (CAREER) Award (2011). She is a Fellow of ASCE’s Structural Engineering Institute (SEI) and the founding Chair of its technical committee on Multiple Hazard Mitigation. Among other advisory and professional service roles, Padgett serves on Editorial Boards for such journals as the ASCE Journal of Structural Engineering, Earthquake Engineering and Structural Dynamics, and Sustainable and Resilient Infrastructure. Padgett serves in leadership roles within several large national research efforts including the NIST Center of Excellence for Risk-based Resilience Planning, the NSF Natural Hazards Engineering Research Infrastructure (NHERI) Cyberinfrastructure “DesignSafe-CI”, and the Severe Storm Prediction Education and Evacuation from Disasters (SSPEED) Center. She is the Faculty Director of the inaugural Gulf Scholars Program at Rice University funded by NASEM’s Gulf Research Program, and an NSF BRITE Fellow.

CEVE 562: Infrastructure Resilience to Multiple Hazards (2022-Present)
This course presents concepts of resilience assessment and engineering in the context of civil structures and infrastructure systems, while acknowledging their role in supporting broader community resilience goals. Theoretical constructs, frameworks and formulations for evaluating resilience are explored in the face of multiple hazards. Topics range from hazard modeling and exposure to structural fragility and infrastructure performance assessment to restoration and recovery modeling. Relevant and timely resources are examined such as opensource modeling environments and cyberinfrastructure to support resilience quantification, while leveraging case studies and projects. Offered in alternating years in the Fall term.

CEVE 325: Structural Analysis and Modeling (2019-present)
This course provides students with a fundamental understanding of structural analysis and behavior with application to determinate and indeterminate structures. Classical methods of analysis along with an introduction to structural modeling are examined. Offered annually in the Spring term.

CEVE 578: Earthquake Engineering (2010-Present)
This course offers students an understanding of the basic principles of earthquake engineering, spanning from earthquake characteristics to seismic risk modeling. Topics introduce students to analysis methods for linear and nonlinear seismic response assessment, concepts of design and retrofit for damage tolerant structures, and performance based earthquake engineering. The application of probabilistic methods in earthquake engineering is emphasized including seismic hazard analysis, fragility modeling and risk assessment. Offered in alternating years in the Fall term.

CEVE 460/560: Bridge Engineering and Extreme Events (2008-Present)
This course integrates information from various engineering and scientific disciplines to provide a rational approach for design and evaluation of bridge systems under regular and extreme loading. Students are introduced to current design standards, including load and resistance factor design (LRFD) and reliability-based code calibration. For extreme event evaluation, the course emphasizes seismic and coastal threats. Offered in alternating years in the Fall term with a graduate (560) and undergraduate (460) section.

CEVE 304: Structural Analysis (2008-Present)
This course provides students with an understanding of the basic theories of structural analysis, arming them to analyze typical structures and elements and providing a basis for advanced analysis methods and structural modeling. The course begins with a basic review of statics and mechanics of materials, proceeds through analysis of determinate structures, and ends with analysis of indeterminate structures. Offered annually in the Spring term.
